The Health and Safety Executive (HSE) is a UK government agency. They are a globally respected independent regulator whose mission is to reduce risk within Britain's workplaces, and save lives. 

Technology is at the heart of everything HSE do. Core to all their work is the data, information and knowledge they have gathered and developed, and which is used to support inspectors, scientists and policy makers. Technology plays a vital role in assuring that HSE staff have the right information and allows HSE to conduct its vital work across all sectors of the Great British economy, from the offshore oil fields of the North Sea to our deepest mines and quarries.

The HSE are on the cusp of a large-scale transformational change and are seeking a new true deputy to widen the reach of the CTO. A major part of this new role will also be to help deliver their ambitious change programmes over the next 3-4 years as they move to Cloud, and major new and innovative digital service technologies (including SaaS, IaaS etc.).

In the future, HSE’s Technology department are also looking to understand how innovation can change the way they deliver services, such as AI, wearable devices and RPA technologies. 

The Role

This is an exciting greenfield leadership opportunity as HSE embark upon a major digital services transformation programme. Their Digital and Information Technology specialists are essential to HSE achieving the organisation’s ambitious transformation goals, as they look to modernise their digital and technology services in order to support the public, businesses and their staff.

They are seeking an accountable and visible leader for their IT Operations unit:

  • The Deputy Director for IT Operations will establish, lead and manage an 85-90 strong IT Operations Team, ready to deliver and support HSE as they embark on their major transformation.
  • Work to insource the technical operations function, alongside the existing team members - creating a new team structure of service management, service and technical operations and cyber security.
  • Work with all levels of stakeholders; internal, external, suppliers, civil servants and ministerial, all with a clear focus on customer service, ensuring technology supports all stakeholders.
  • Support HSE and their CTO to transform and develop new digital and technology services, through several major change programmes - as they move from on-premises to cloud-based. 
  • Manage a budget of £12million ensuring maximum benefit for HSE.
  • All whilst ensuring and improving operational service delivery and incident management.
The Candidate
  • Experience leading a large diverse team of IT and DDaT professionals.
  • Experience working within an organisation going through large scale transformational change, including cloud technologies.
  • Ability to work with a range of stakeholders, including lab professionals, DDaT team members and customers, including CEOs and Board Chairs, and the ability to work with public sector leaders, including Ministers.
  • Strong communication and interpersonal skills.
  • Resilient and delivery focused.
