Supply Chain Coordination Limited (SCCL) is a newly formed government organisation that acts as the management function within the NHS Supply Chain operating model for the NHS that will deliver savings of £2.4bn back into the frontline by 2023/2024. It will address the current fragmented procurement landscape which leads to widespread price variation in products and lack of consistency of consumables used in the delivery of patient care. Instead, it will leverage the buying power of the NHS by identifying the right clinically assured, high-quality products at the best value through a more sustainable approach.

Background to the Role
Reporting into the Commercial Director, this newly created position will act as the commercial conduit between the service providers and SCCL. The successful candidate will be tasked with monitoring adherence to deliverables within their contractual agreements, ongoing risk management, reporting, supplier innovation and performance management. They are seeking to appoint a commercially minded contract manager with experience of managing IT outsourced providers within a national critical infrastructure environment.
Act as the main commercial contact for the supply of outsourced IT services and IT transformation across NHS Supply Chain, both internal to SCCL and its operational activities (procurement, warehousing and logistics). This is a key strategic contract driving the transformation of NHS Supply Chain.
Manage the contract through creation, delivery and closure, with a focus on value, risk mitigation, governance and compliance.
Support the IT function in their operational contract management and financial performance.
Drive a cultural shift whereby the implementation of good contract management in delivering additional value to service users (NHS Supply Chain and NHS customers), and ultimately patients, is the norm rather than a nice to have.
• Commercial ownership of the IT service outsourced contract and commercial relationship with the service provider.
• Robust management of the service provider to ensure contract compliance and service delivery.
• Implement and manage the commercial governance process for all stages of the contract lifecycle.
• Effectively manage the escalation of serious or unresolved issues.
• Ensure all required department and business case / procurement approvals are secured.
• Manage legal support as required.
• Input to and sign off commercially on contract documentation produced by service provider. Maintain central contract register.
• Where not produced by service provider, develop contract documentation such as contract changes, amendments and formal correspondence as required.
• Drive service provider performance and compliance with contractual obligations.
• Ensure SCCL meets its own contractual obligations.
• Analyse and present contract information, risks and issues in a clear and concise manner for communication with key stakeholders.
• Obtain and manage key performance indicators and reporting.
• Support the IT function in implementing changes and mitigating measures to improve service provider performance where contractual targets are not met.
• Develop where required and implement core contract management processes, sharing best practice with peers across the Commercial Function.
• Drive continuous improvement through knowledge sharing and lessons learnt.
• Help promote the value and benefits of the Commercial Function through its contract management activities.
• Provide support in the design and delivery of contract management training and awareness to a range of stakeholders to increase contract management capability.

The role will be a senior member of the Commercial Contract Managers Team and report directly to the Commercial Director but with an operational reporting line to the CTO.
Deployment will be within a matrix environment. Commercial strategy and direction will be set by the Commercial function. Day to day duties and priorities will be set by the IT function, and there will be a dotted line into the SCCL Chief Information Officer
• Previous experience of leading contract management and commercial negotiations with a major outsourced IT prime contractor
• Good knowledge of IT outsourced services, key risks and commercial drivers
• IT transformation programme experience
• Practical experience in applying public contract regulations across the life of the contract
• A strong understanding of the financial elements within contracts, including open book cost models, supplier margins, gainshare mechanisms, and complex KPI frameworks
• Track record of introducing and updating effective contract management processes
• Good understanding of contract law, experienced in drafting and reviewing contract documents
• Ability to operate independently as a subject matter expert
For qualifications the preference is for at least one of the following:
• membership of the Chartered Institute of Procurement and Supply (MCIPS)
• membership of the International Association for Contract and Commercial Management (IACCM)
• relevant degree, such as law, finance or business / MBA
