The Role

The West Midlands has been selected to become the innovative home to the UK’s first multi-city 5G test bed. The multi million pound trial of new high speed connectivity will pave the way for the future rollout of 5G across the UK, making the region the first in the UK ready to trial new 5G applications and services at scale.

The Urban Connected Communities Project, the next step in the Government’s 5G Testbed and Trials Programme, will develop a large-scale, 5G pilot across the region, with hubs in Birmingham, Coventry and the black Country.

We are now looking to appoint a Chair whose role will be to take overall leadership of WM5G, embed the strategic agenda and give advice and guidance to the board to ensure that WM5G achieves its mission and objectives.

The Chair will hold the Board and Executive Team to account for WM5G’s mission and vision, providing inclusive leadership to the Board, ensuring that each non-executive director fulfils their duties and responsibilities for the effective governance of WM5G Ltd.

The Chair will also support, and where appropriate, challenge the Managing Director and ensure that the Board functions as a unit and works closely to achieve agreed objectives. He or she will act as an ambassador and the public face of WM5G Ltd in partnership with the Managing Director, and with close partnership with WMCA and it’s regional members.

The Chair will also play a role in the appointment of a Managing Director who they will support in working with key stakeholders including central government, private sector, local authorities, LEPs, other public-sector organisations and the 3rd sector to ensure shared regional leadership of the programme. Partnering with the regional members and the private sector, to obtain funding to drive programme delivery and acceleration of 5G in the UK, especially the West Midlands Region.

The Chair will work with WMCA and our regional members to ensure the UCC programme contributes to the region’s goal of inclusive growth, delivers new models for public sector reform and benefits citizens within the West Midlands.

This is an exciting time for the West Midlands and a dynamic, fascinating and exciting professional landscape in which to work. Alongside the 5G programme the Commonwealth Games will be held in Birmingham in 2022, the arrival of HS2 will help make us a world class business location and a new £350 million housing deal aims to deliver 215,000 new homes by 2031.

The Candidate

The role is professionally challenging and rewarding. It is high profile and will call on you to engage successfully with fellow industry leaders and businesses, and maintain close relationships with key members of the Government, wider public sector and key influencers.

As Chair you will provide leadership to WM5G Ltd and its Board, ensuring that the organisation delivers its end to end delivery of WM5G’s short term and long-term objectives and that the Board fulfils their duties and responsibilities for the effective governance of the organisation.

Experience

• Experience of operating at a senior strategic leadership level within an organisation.

• Successful track record of achievement through their career.

• Experience of Board governance and working with or as part of a Board.

• Experience of external representation, delivering presentations and managing stakeholders.

• Significant experience of chairing meetings and events.

Knowledge and skills

• Broad knowledge and understanding of the public sector and current issues affecting it.

• Strong leadership skills, ability to motivate staff and bring people together.

• Financial management expertise and a broad understanding of start-up & public sector finance issues.

• Good understanding of Board governance issues.
