The Role

The West Midlands has been selected to become the innovative home to the UK’s first multi-city 5G test bed. The multi million pound trial of new high speed connectivity will pave the way for the future rollout of 5G across the UK, making the region the first in the UK ready to trial new 5G applications and services at scale.

The Urban Connected Communities Project, the next step in the Government’s 5G Testbed and Trials Programme, will develop a large-scale, 5G pilot across the region, with hubs in Birmingham, Coventry and Wolverhampton.

We are looking to appoint a Managing Director to lead WM5G, embed the strategic agenda and give advice and guidance to the board to ensure that WM5G achieves its mission and objectives. As Managing Director you will ensure that WM5G delivers or exceeds its committed benefits, in line with WM5G’s agreed strategy and funding envelope. This is a highly visible role, regionally and nationally, that will see you leading the WM5G team and partners to deliver a sustainable 5G programme for the West Midlands region through innovative partnerships and recognition of the challenges within the public sector and for its citizens.

As our Managing Director you will work with key stakeholders including central government, private sector, local authorities, LEPs, other public-sector organisations and the 3rd sector to ensure shared regional leadership of the programme. Partnering with the regional members and the private sector, to obtain funding to drive programme delivery and acceleration of 5G in the UK, especially the West Midlands Region.

The Managing Director will work with WMCA and our regional members to ensure the UCC programme contributes to the region’s goal of inclusive growth, delivers new models for public sector reform and benefits citizens within the West Midlands.

This is an exciting time for the West Midlands and a dynamic, fascinating and exciting professional landscape in which to work. Alongside the 5G programme the Commonwealth Games will be held in Birmingham in 2022, the arrival of HS2 will help make us a world class business location and a new £350 million housing deal aims to deliver 215,000 new homes by 2031.

The Candidate

The successful candidate will be able to demonstrate experience of leading a complex organisation and of building business and commercial success, ideally within or with exposure to the technology arena.

The role will sit at the interface of the public and commercial sectors and therefore requires a candidate with a strong track record of having worked with or established public/private partnerships between local authorities, government bodies or agencies and the private sector.

Other key requirements are:

• Experience of delivering 'transformational' change programmes within public sector.

• A track record of delivery in a senior strategic leadership role – this is likely to have been in a private sector organisation with a strong focus on programme delivery.

• Experience of developing, adapting and implementing strategy and business plans, managing risk in ambiguous and unpredictable environments.

• Experience of successfully leading and managing people, developing a culture of

• empowerment, delegation, accountability and high performance and embedding lasting change in an organisation.

• Experience of working successfully with Board members.

• Experience of working in a complex project management environment.

• Experience of delivery in a contracting environment.
