London is growing and is growing eastwards. In Barking and Dagenham we have not only the opportunity but are committed to ensuring that we capture, shape and manage this shift to ensure economic development and social wellbeing goes hand in hand with population growth.
In what has widely seen as one of the most innovative and exciting moves within Local Government Place Making, the LB Barking and Dagenham has created a new regeneration and development Company, Be First.
Be First will act both as a catalyst and facilitator of this growth and transformation. It will be focused on delivering long-term economic growth and prosperity through housing growth and greater diversity of tenure, investment in transport and other infrastructure. This will attract inward investment, business growth, job creation and promote improved skills and productivity.
Earlier this year we appointed Lord Bob Kerslake, the former Head of the Civil Service and former Chief Executive of the Homes and Community Agency as our first Chairman. He was soon joined by our Managing Director Pat Hayes, formerly of Ealing Council and one of London’s and the UK’s most respected Place Making professionals.
Barking and Dagenham is a very special and unique Borough. In Be First we have created an equally unique organisation to enable us to seize the opportunities that we face as one of London’s growth boroughs.

We are now looking to appoint to a number of newly created roles who will help take Be First forward. We are looking for outstanding individuals with demonstrable leadership skills and a passion for regeneration and place-making with a broad range of skills, experience and backgrounds including physical regeneration, development, finance, housing and planning and urban design.
To deliver our ambitious plans for growth, Be First are looking to appoint a small number of Development Managers to actively lead and execute a range of complex projects from appraisals, planning, feasibility, delivery and construction through to completion.
Schemes will be both housing and mixed use and will involve you liaising significantly with housebuilders, commercial developers and councils, leading and managing diverse internal and external professional project teams.
